Oracle Reports Builder crashes/closes while opening an RDF file

 Sometimes Oracle Report Developer opens fine, but when an RDF file is opened, Report Developer crashes and closes automatically.

To avoid this first connect Report Developer with database, then try to open the RDF file, it won't crash.
